Update your location settings to English (US). The change won’t apply until you confirm the adjustment, after which you can revert it if needed. Control Panel → Clock, Language, and Region → Region → Administrative → Change system locale...

Attempting this now makes the download significantly slower. If I'm lucky, it will be coming from the US. I'm hoping it functions properly! Thanks for the assistance thus far!
