I'm mainly checking stock right now. There aren't many games I'm playing that really strain the CPU much. The only one I tweak a lot is BeamNG, but even with all-core 4 GHz it still doesn't work well when loading several cars.

Yes, your problem might be linked to HPET being turned off.

The problem appears to stem from iCue. I’ve removed it, and the CPU dropped immediately to 0.780 v. RAM control is possible via Gigabyte tools, but the keyboard remains stuck in the annoying RGB mode. I need a clean white display.

I encountered a problem during an upgrade from 1600x to 3600x. The chipset drivers failed to install correctly, even though the system showed it should. After several uninstallations and cleanups, the only solution was a complete Windows reinstall, which resolved the issue completely.

Beam NGDrive behaves normally at first but can become unstable when spawning too many vehicles. Some vehicles may not function properly. My child enjoys the game; it runs well on a Ryzen 1400 with a GTX 980. It seems your hardware is fine, just the game's design.
