After reviewing your message again, I think we're likely in agreement with Chris. A cap doesn't guarantee a consistent 60 FPS all the time. Your graph shows you're very close to maintaining around 60 frames per second.

I thought the frame timing should stay nearer to 16.6ms more reliably, and the visuals should appear mostly linear, but I’m encountering issues like this: High settings, low settings, less weight in the game.

Unless its a noticeable stutter I don't see anything wrong. I got back to BF3 a few months ago and it is running at a solid 144fps 99% of the time but sometimes there are situations where the fps will drop down to 138 or so. Which isn't actually noticeable unless you happen to look at the FPS counter at that exact moment. But getting a stable 60 or 144fps all the time is not realistic and can have many different causes.

It's clear in P2P connections such as fighting games. It doesn't bother me much, but I've noticed its impact on my opponents and it's a real concern. They'll be targeted when their team tries to match mine, leading to more obvious lag and wasted inputs.
