I wasn't trying to say crap chip, though from those benchmarks: https://tech4gamers.com/intel-core-i5-86...enchmarks/ it consumes power almost as much if not more than 7700k. if you're concerned about temperatures, opt for Ryzen or the i5-8600k. Otherwise, expect high temps when overclocking—just lower the clock if needed. D15 performs well with air cooling and should manage most overclocks.

If you're checking whether the cooling will be adequate, then yes. If you're evaluating the performance of your silicon lottery concerning overclocking, you'll need to test the CPU.
