as mentioned, led's flash contains the debug led and error code panel. regarding cables, the 24pin mobo cable was securely connected, the 2x8 cpu power was correctly installed, ram was placed in the dimm as specified on the motherboard, a gpu was inserted and powered for booting, and there is an 1x8 pin pci-e connection.
