It seems the light has been dimmed for some time, but I actually changed my XMP settings about a week ago when I checked my PC and noticed the memory was at 2133, not 2400. Probably it doesn’t need to do XMP.

Is your setup starting up correctly? Are there any noticeable issues with launching applications or games? Any freezes or BSODs? If everything looks fine, it probably just means power is reaching the motherboard.

I have a GTX 1070 with 8GB RAM and an 8GB 2400MHz card. Sometimes I can play games like CS GO at lower settings without lag, but it feels like I'm not getting the performance I expect from the GTX 1070 even at medium settings. It's also not great in other games.

Single or dual channel? Also, 2400mhz is on the lower side; Ryzen likes faster RAM speeds, which might be the issue here.

Single channel is the way to go. Some folks mentioned the 2400MHz issue with Ryzen, so consider memory type based on your needs.
