Another possibility is the game itself. The video suggests events happen behind the trees, which feels unusual. It also seems OP hasn't tried a different title, and Silent Hill 2 appears to be a very poorly optimized and buggy version.

I noticed it isn't exactly identical in appearance, but there were issues on the 6800xt. The fix involved reducing voltage and updating the drivers.

I've already reduced clock speed and disabled overclocking, but it didn't help. I couldn't test VRAM because of a performance limit. Reinstalling drivers was one of the first steps I took. Even after that, Windows still didn't respond.

Alright, if this continues after a fresh install, it probably points to a hardware problem. Before finalizing the card's status, try using it on another machine to check if the issues persist.
