XMP activated with SAM turned on, all components working (no overclocking). Running the newest GPU and chipset drivers, latest BIOS installed. Restarted Windows using DDU multiple times; CMOS bios remains unchanged. Still experiencing stutters and high CPU activity!

If the GPU isn't running at full capacity as intended, there must be factors limiting performance—such as game design choices for CPU usage, CPU limitations, VSync settings, frame rate restrictions, memory speed issues, etc. The Ryzen 5000 and RX6000 were released around the same time, making them quite compatible, though you might notice a lower resolution display.
