You can assemble your system normally first, then apply the latest BIOS updates using the flash drive. Updating the BIOS doesn’t require a full rebuild; you just install the new version and ensure your CPU and cooler are compatible.

If your board supports the "BIOS flashback" function (possibly named differently on other brands), you only require power to the motherboard to update the BIOS, and possibly the RAM. Check your manual for details. If not, you must add a compatible CPU, RAM, and GPU. If your CPU includes its own graphics, you don’t need a separate GPU—it’s just for displaying video.

This might be needed only if the board has USB flashback capability. You can update the board while the PC is powered down, regardless of whether the CPU or RAM is installed.

Yes, though the last CPU to be released was about 3-4 months ago. I haven't seen a board that's that outdated. It could still make sense, but it probably won't be essential.
