No, you don't need to change your CPU for the 30xx series.

You're likely to get PCIe Gen 4 support with these models, though it's still emerging. It might not be a major issue right now.
PCIe 4.0 isn't crucial. It works backward with versions 3.0 and 2.0, and your RTX 3000 GPUs should function well. You might sacrifice some gaming speed compared to newer CPUs, but it's still manageable. *Also, based on your motherboard, you could likely swap in a 3000 series CPU without a new graphics card (a 4000 series would be an option if you're lucky).*
BTW I found this link showing performance decreases with a 2080Ti and lower PCIe lane counts and versions. https://www.techpowerup.com/review/nvidi...ing/6.html There isn't much loss of performance, even at PCIe 8x (gen 3), which means that Gen 3 16x has tons of bandwidth headroom, and that you shouldn't worry about losing performance from the lower PCI-e version. (New features like RTX IO might benefit from PCIe gen 4, but we don't know that yet)
I understand I can install a 3xxx in my MoBo, but it doesn’t include a PCIe either way. That means another 500€ update will be needed in the future. Anyway, I guess staying on the 1080p gaming side still makes PCIe 4.0 less of an issue for now.
It should work with a 2700. The 3080 shouldn't cause saturation.
