You can set up Windows 11 without using Windows 10. Follow the steps shown in the Windows 10 installation guide. Click the option to create a Windows 11 installation media and save Windows 11 to a USB drive. https://www.microsoft.com/software-download/windows11

You just plug the boot drive into the new computer and start Windows as usual. It will spin up on the first boot, noticing hardware changes and returning to your desktop as expected. After a Windows update, it should fetch the latest driver updates. If it fails or omits something, review your hardware list and locate the newest drivers from the manufacturer’s site. You can view driver versions via Device Manager—right-click a device, go to Properties, click Driver tab, and see the version number. You can also use Update Driver to let it search automatically, though that sometimes doesn’t work. Manual installation is usually the best approach.
