I have a plex server that I have movies on, I use my phone, apple tv and console to stream movie in the home. If i am not home like at school or visiting family and i want to remote access my Plex server, do i need to install A VPN on the server? Or can i just stream from my home server without ISP sending warning emails?

Use a VPS instead of a Plex server. Run any GNU+Linux you prefer, then connect via SSH to the folder holding your movies. Stream them directly, ensuring your stream stays secure and efficient.

Adjust the settings to turn it on, then you can stream smoothly. For browsers, visit the Plex site, log in, and use it from there. The apps function identically.

Ah yah, I guess it's only if you want to access it via the web browser directly Edit: Should have said directly via the remote IP even though you don't need to with the Plex website.

It might have been simpler to configure, and it works well together with Infuse for Apple TVs.

It's unlikely they'd bother unless you're managing a large audience. They might just think it's a "server" and be mildly annoyed, but probably won't take any action.
