Yes, you can power it up safely. Since you've already connected fans, power connectors, and the case, you're in a good position. Just ensure the mainboard is properly seated and all connections are secure before turning it on.

Yes, it won't start without the CPU and RAM, but it should probably run the fans and show the RGB on the motherboard. What model CPU is this? This system only supports 75A, so a CPU like the 3700X isn't advised.

Your CPU lacks an integrated GPU. Enable the GPU during startup. Certain motherboards require a video adapter to function properly. Installing the GPU also helps verify that no errors arise from missing hardware components.

By the way, what were you working on with your motherboard? Mobo boards are quite challenging to work with these days. I'm curious—did you manage it, and if so, how did you accomplish it?

Without a CPU it won't perform well, it can't even try to POST without the processing power. The only option is to update the BIOS if your board supports it, otherwise nothing more.
