No, you can't play at 60Hz.
I recently tried Rivatuner to limit a game's frame rate to 60FPS. I haven't used it much since the Helicopter mission in GTA IV, which was a port from the console. You needed to cap FPS to 30 for that mission to trigger correctly (unless you were very lucky).
