You could transfer the entire "steamapps" directory from your old PC to an external HDD, then move it onto your new system. This way you’d retain all your custom files without needing to manually copy or reinstall anything.

Absolutely, I've handled that before. Just include the Steam library folder path, and it saves the hassle of downloading massive game files each time you reinstall Windows.

I've noticed some unpredictable actions when copying the steamapps folder lately. Certain files seem to ignore titles and will re-download automatically. I suggest using manual backups through the steam utility, even though it's time-consuming. At least for larger items.

It's feasible. If I recall it accurately, the game might still prompt you to download, but afterward it will instantly complete at 100%.

Sure, I have two Steam libraries installed—one on an SSD and another on a HDD. You can add the folder in Steam settings under downloads, then edit the relevant section. If any games stop working afterward, check the game cache; it might resolve the issue.
