The disk game might be an earlier release from the updated Steam version (which most mods are built for). Not every copy is perfect.

It includes a disk to ease downloads. You still need a key activated via Steam, but you can use it offline anytime.

Each game is unique. For Skyrim, you need to install the Nexus mod manager. Then visit the Nexus site to add your mods, and start the game using the updated version. Alternatively, you can subscribe to mods on the Workshop and ensure they download through the launcher (though this isn’t guaranteed).

It's true every game is unique, and I can't just wait for instructions. I jumped right in and started exploring the Nexus mods setup. Just a heads-up, Elder Scrolls modding can easily spiral out of control and take up a lot of time.
