I previously inserted a DOS floppy and executed 'C:\setup.exe'. I think this approach should apply to DOS USB boot or similar Linux setups.

You can obtain Linux Mint 17 by downloading it, then using Rufus to create a bootable USB drive. After booting from the USB, transfer the installation files from the HDD to another USB or DVD drive, and finally install the OS from that media.

You could use the ISO as a bootable media to access all necessary files without needing them locally.
