No, clearly not. Valve doesn't take any accountability for trades outside of Steam's built-in features. The other person might just be attempting to defraud you. If they aren't following Steam's guidelines, they're unable to assist. This seems to be accurate.

If it didn't work and he is genuine then couldn't you submit a ticket to steam or wherever u got it asking for a new cd key? I assume there is probably a key generator that works by now - assuming he is telling the truth?
