Yes, you can connect a TPlink ax3000 Wi-Fi 6, Bluetooth 5.0, and PCIe adapter to an Open-ended PCI Express 3.0 x4 slot. Just ensure the other PCI slots are cleared so the graphics card isn’t affected.
