Your 4790k struggles under heavy loads because it can't maintain boost performance, dropping to base speed (4 GHz). Locking the CPU to 4.4 GHz won't help if the chip itself can't sustain that frequency. You'd need to check the motherboard's support for higher boost frequencies or consider a different CPU model.

my peak core frequency stays at 4.2 GHz, I think the boost is enabled but it doesn’t respond when I adjust it. Also, I lowered the voltage on my CPU.
