No, you cannot alter your CPU's base clock directly. It is a fixed setting determined by the manufacturer.

Your 4790k struggles under heavy loads because it can't maintain boost performance, dropping to base speed (4 GHz). Locking the CPU to 4.4 GHz won't help if the chip itself can't sustain that frequency. You'd need to check the motherboard's support for higher boost frequencies or consider a different CPU model.
4.4ghz represents the highest turbo speed one core can achieve. When executing Prime95, it utilizes all available cores, resulting in a peak boost frequency of 4ghz. The processor operates precisely as designed.
The BIOS on the motherboard offers options to adjust the boost clock settings for the CPU.
@aren332 Consider testing ThrottleStop. https://www.techpowerup.com/download/tec...ottlestop/ View the FIVR and TPL screenshots to understand the available settings. Expect limited changes since Dell typically restricts BIOS tweaks on 4th Gen systems.
my peak core frequency stays at 4.2 GHz, I think the boost is enabled but it doesn’t respond when I adjust it. Also, I lowered the voltage on my CPU.
