I'm not sure if any program can modify XMP RAM outside the BIOS. For your Dell Bios InsydeH20 1.3.7, it seems you can't change XMP settings there. You might need to check advanced BIOS options or contact Dell support for more details.

This bio dates back to 2011. What are you trying to accomplish with it? It seems quite challenging to modify such details.

XMP works only when the motherboard allows it, but with timing data you can adjust it yourself.
