Upgrade via the system update process. Navigate to settings, then update & security. Click "Check for updates" under Windows Update. Continue installing until the latest version appears.

I put in the latest patch and when I power off my computer, it shows everything is current, but it still can't get the November fix.

I accessed the settings, then selected the system option, and afterward clicked about—it didn’t display any info regarding 1511.

To verify you weren't running the November update, press start and enter "winver". This will display your build version as 10240.

Open the settings app, select system, then navigate to the about section. Check the OS Build—should it display 10586.11?

Why didn't you look at the about page in settings? Keep verifying for upgrades. Plus, try restarting your PC and then checking again to see if any are available.
