Check the title carefully. You mentioned an 8.1 laptop, but your Windows 7 PC isn’t ready yet. Also, you’re not keen on downloading the ISO or creating a bootable USB.

No choice in New Zealand anymore; I'm really upset today. We haven't received the update yet, but the upstairs (the main part of the building) is working fine.

I received the upgrade starting July 29; I wasn’t certain about moving to Windows 10. I was only familiar with Windows 8.1... but I’m still learning! So far it’s working well.

I've had to push four machines for testing, yet the update hasn't appeared on any other device, and most people I talk to are still waiting.
