I removed the CPU for better manageability and connected it to the rear I/O port.
Connect the monitor cable into the rear of the RTX 2070 Super, not the motherboard back. The specified power cables (8-pin and 6-pin) are essential and must be attached properly. Ensure all connections are secure. Why did you have to take the CPU out of the socket? That step wasn’t needed.
You mentioned taking the GPU out to manage it. Did the monitor connect to the GPU or the motherboard when it was installed?
intended to refer to the GPU, but there was a typo—I haven’t touched the CPU or just double-checked it’s correctly seated.
when i connected it, it went into the gpu display port slot and also had another in the hdmi slot. The debug lights were flashing between dram and cpu. I have one stick of ddr4 8gb ram, and everything else is removed except slot a2.
Consider replacing your CPU. Remove it carefully and inspect the pins. Some users report finding bent pins on factory-released boards. If you reinstall the cooler, ensure even tightening. For extra safety, test one corner, move to the opposite side, and slightly tighten like adjusting a tire. Avoid overtightening or encountering significant resistance.
It was supposed to be my next recommendation. Return to the B460 if you still have it. If that's feasible, reach out to MSI or the retailer where you purchased the new board.
