I run everything at ultra settings on my R9 280X, only using SMAA for AA and turning off God Rays. Despite that, I still experience strange stuttering. I think Ubisoft might be behind this issue since they haven’t optimized the game for AMD users. Any updates from AMD regarding driver releases?

It's not related to driving issues. AMD isn't able to resolve it. The UBI needs to address it.

AMD updates their drivers infrequently, usually once every few months. You may need to wait before getting the latest version.

Generally, it runs smoothly most of the time, though occasional stutters occur—especially during driving but also unexpectedly while walking. In short, stuttering is a common trait in recent Ubisoft titles. Games like Watchdogs, Assassin's Creed Unity, and FC4 tend to have this issue across platforms, whether you're using Nvidia, AMD, high-end or low-end hardware, or a console versus PC. It seems Ubisoft isn't prioritizing smooth gameplay enough.
