R6S contains many functions that run one thread at a time, like breaking through barriers or floors. If it doesn’t limit itself to 30Hz, your Phenom might not perform well.

I also had a R9 270 and your CPU is slower than mine. I’d say it’s low, and you’d likely stay above 30 most of the time unless there’s a lot happening at once it will quickly drop below 30.
