Generally, one part keeps everything else working because it runs too slowly. If this isn’t a rare case, the X5450 operating at full speed while the 280x uses only 67% shows the CPU is limiting performance.

The setup will always face a slow point, since one part keeps the performance stuck at a finite rate. The processor from 07 is likely the main issue.
