The main distinction lies in the ports and additional features offered by the Tomahawk Z790 compared to the MSI Pro Z790-P.

The Tomahawk offers a more effective VRM setup, though overclocking a 13900K isn't essential. The main distinction for most users will be the added features.

Unless you're pushing performance beyond limits, such a costly card might not be necessary. For a fresh setup, consider AMD rather than Intel.

Both boards perform equally well since they can easily replace the chips.

Both boards are acceptable. For overclocking a 13700K on the Z790-P, pointing the fan at the VRM might be useful, though it's not clear if it's essential.
