I'm searching for affordable options and checking if any console games can run on a PC.

The term refers to game disc formats. If you mean physical discs, they can sometimes be used with an emulator, provided you have the original copies.

PlayStation 3/2 could run on an emulator, but you need to confirm compatibility first. To test without owning one, check online emulator platforms or community resources.

Playstation 3 emulation on PC is not covered here, but PS2 emulation works perfectly. You'll need a PS2 to extract the BIOS ROM file and any purchased game copies. The BIOS ROM and disc images can't be shared by anyone other than Sony or through your own PS2 hardware.

The most affordable option is purchasing a used console and games. You can find these items in good condition. Anything else involves piracy. Using emulation is acceptable if you already have the necessary hardware and games.

A user already possesses the game discs. Sony also produced a smaller version of the PS2 following the release of the PS3.

This message suggests the software and hardware must already be owned before any emulation is attempted. Taking them later without payment would be considered theft. It’s a straightforward warning about ownership and legality.

The Consoled stopped working and Sony stopped producing the Slimline PS2 some time ago. Or they bought it back from a yard sale.

You're not understanding anything... Purchasing secondhand remains purchasing. It's not about taking.
