I figured it out too, it didn’t help much. I’m using a GTX 770 with an i5 2500 (not the K version), and I see between 30 to 70 frames per second whether I’m driving or walking—it just doesn’t add up.

It only appeared to disable the feature that activates the full set of original high-quality visuals.

It appears the issue has worsened significantly. The frame drop during driving is more severe now, and the game frequently crashes without any obvious cause—only a few instances since the latest patch, unlike before. Even switching to High quality didn’t resolve the problem, though it did slightly improve FPS.

The fps improved a little 2-5fps for me. But no stuttering is still there. Still have to use the ugly ass medium textures.
