I'm assisting my brother with assembling a small office APU system next week. He purchased an 8.1 Pro key for around $50 using his university email address (likely a student discount). Since I won't have access to a Windows PC, I want to understand this before I leave. I own an OEM W8.1 home DVD, which he’ll need for the optical drive, but only if it supports his 8.1 Pro key. What’s the simplest alternative if that fails? Does Microsoft provide downloadable ISOs with a valid key? If yes, I suppose I can ask him to send me a new key and then use Rufus or similar to create a bootable USB. Any advice would be appreciated!

You can obtain ISOs at no cost by using a key during installation.

It seems to cover most of your needs: the Microsoft guide for creating a reset media. However, I haven't tried it or downloaded any Windows 8 ISO before.

This situation is becoming irritating. The MS website feels outdated and more like an advertisement meant for tablets. Many links labeled 8.1 redirect to the default "how do I get Windows 10?" page, which is confusing. It seems the 8.1 Pro ISO differs from the home version—I’m not sure if they’re identical. If I had a DVD, that would work, but it probably isn’t. Edit: It’s taking a long time to get help with such a simple question!

They vary, indeed. Please avoid using the tool I mentioned. If you save it, you'll be able to choose the language, Windows version, and architecture, which will help with the download: http://windows.micro...t-refresh-media
