I’m considering purchasing a new case and moving everything inside. The issue is that I haven’t done this in roughly three years, so I’m unsure if I need to start over with overclocking and optimization.

Aside from maybe adjusting fan profiles, no. You shouldn't have to set all the OC settings again. Make sure it has at least similar airflow or better, to keep your current OC stable.
