I recently performed an overclock on the core clock of my graphics card using Radeon Tuning software, but it seems I may have exceeded the safe limits. The PC stopped functioning immediately after the adjustments were made. After waiting ten minutes, there was still no video output. I powered off the system and then turned it back on. The video display remained inactive in both the built-in monitor and the GPU. I attempted to reset the CMOS, but since I have a Gygabite motherboard, I wasn't entirely confident about the steps I took, which included using a screwdriver to connect two CMOS pins for 20 seconds while the system was off and replacing the motherboard battery. Despite these efforts, my PC still doesn’t show any signs of life. The motherboard appears to be operational—fans spin, LEDs illuminate, and drives rotate normally. I tried removing the GPU, but nothing worked. I’m certain the system powers on, yet the overclocked settings didn’t take effect; when the PC initially failed, the fans were louder, whereas now they are quieter than usual. HELP!
I’m unsure what to do and need this machine to function as quickly as possible. I hope I provided enough details; any advice would be greatly appreciated!
SYSTEM SPECIFICATIONS:
Intel Core i3 6100
Gigabyte GA-H110M-S2H
Crucial Ballistix Sport LT 8GB DDR4 2400 (8×1)
Sapphire RX580 Pulse
Western Digital Caviar Blue 1TB HDD

Attempt to connect your monitor to the motherboard and start with the built-in Intel graphics, then boot up. You may be able to adjust the overclock settings in the software or better yet uninstall it (consider using Display Driver Uninstaller for complete removal), power off, reinsert the monitor into your RX580, and restart. Also, overclocking your GPU isn't really useful here because your i3-6100 is the limiting factor. A dual-core CPU in 2020 is quite restrictive, and even quad-core processors start to show their limits.

I've already attempted this approach but it hasn't produced any outcomes, still no signal.
I understand that my I3 is the limiting factor, so I'm looking for a used I5 6500.
Also, thank you and I hope this additional information proves useful.

Completely remove RX580 from your setup, restart and delete the Radeon drivers. Then power off again and reinstall RX580 to test.

The onboard graphics are not functioning properly, and I see the same black screen as when using the GPU in the system.
