Absolutely no doubt about that. I was able to raid (while streaming with OBS not shadowplay/quick sync) 30 fps+ on level 7 settings with a GTX 1050.
Not anymore for a few reasons. A.) The game design needs server-side data to be handled before the client can start rendering textures, commands, and inputs. This creates a major problem even on top-end CPUs. B.) They now use high-resolution textures and many 2GB cards struggle with higher resolution settings or above 1080p. My 4790k/Ryzen 7 1700x with a GTX 1080 often drops to the 30s or 40s during many sessions, especially when raiding. I usually see around the 20s in cities.
