You can pull the ISO from the USB drive. Use Rufus to generate a fresh ISO. Experiment with another format if needed—consider upgrading to a paid version for better options.

I don’t understand your system configuration since it varies by brand, but check for advanced options. Ensure it displays PCI-E GPU. Verify the setting matches the GPU you’re using, such as PCI-E GPU.

Inspect the PCI-E1 configuration. Review the PCI status. Look at the information listed under PCI in the PCI subsystem.

I’m setting up a different edition and believe it contained (something) from version 1 to 4. It offered four choices, and I’ll verify afterward after reinstalling Windows if needed.

It should be a straightforward setup. You may discover another way it functions, but it can achieve the same result. Verify your monitor's operating system by checking its connection type—HDMI, DVI, VGA?

It could just that the onboard is kicking on hence the no signal. You will sort it have faith. That is a sweet beast man. Great GPU and rig. It is common a problem no signal when on a new rig and install. Do try if it goes no signal plug into your onboard and hopefully you can carry on setup then when you in windows setup drivers etc, restart, make sure bios is booting off 6800XT.

I’m sorry, I didn’t understand that. It sounds like you might need to visit a repair shop since you couldn’t complete the setup on your own.
