You don't require a USB drive. It's simply an installer. Windows has been offered as digital licenses starting with Win8. If the license that comes with the installer is more affordable for you, go for it. You won't need the USB, and you can obtain the latest version (or even Windows 11 directly) straight from Microsoft.
