Hey! It looks like you got a physical copy of Fallout 4 for a discounted price. Since there was no Steam code, you might need to contact the seller or check if they offer a digital version. If not, you could try downloading the game from a legitimate source and redeem achievements through Steam later.
It's a steamworks game. It should install steam with the disk. If you have a non-DRM version of it then either it's a cracked copy or you have an expensive rarity on your hands.
You can start it via Steam, though I’m not sure if you can connect a game that hasn’t been bought on it to it.
