New processor: AMD Ryzen 7 3700X. New RAM: Corsair Vengeance RGB PRO 16GB. Current storage: GIGABYTE B550I AORUS PRO AX. Power supply: Corsair SF Series, SF750. Graphics card: ZOTAC GAMING GeForce RTX 3070 Twin Edge OC 8GB. Cooler: Stock cooler (for testing). New CPU cooler: Stock cooler (temporary). Storage upgrade: SAMSUNG 980 PRO SSD 2TB PCIe NVMe Gen 4 Gaming M.2. Internal drive: Lian-Li Case TU150X. The build didn’t start properly. After turning on the PSU, RAM lights up but nothing else happens—no fans spinning, no beeping, no other indicators. I suspect the motherboard might be damaged from rushing the BIOS update with Q Flash Plus since the CPU wasn’t compatible with the existing BIOS version. I switched to a different PSU without any changes. So far, I haven’t replaced any other components, preferring to avoid extra costs if a simpler fix exists. Here’s a step-by-step test: install CPU, install M.2 slot, add RAM, fit cooler, connect CPU fan via USB, install GPU, plug all power cables into PSU, attach 24-pin power cable, connect CPU power cable, plug in monitor via DP, power on PSU (RAM lights up), used a screwdriver to activate power pins, and finally tried to start the system. No success yet.]

It's unclear from your details if you attempted to update the BIOS and it didn't work, resulting in an older CPU that requires a different BIOS version.
I only attempted to refresh the BIOS on the initial motherboard, but it was behaving unpredictably, so I assumed a possible issue. I purchased another motherboard with a compatible older CPU along with it. I’m unsure if I should try this process again, as I worry the first attempt might have caused damage. However, using an older CPU should still work.
It might be a defective CPU. You mentioned testing two CPUs but believe one failed due to BIOS issues while the other is broken. Have you checked if removing the GPU causes the CPU fan to spin?
I'm pretty sure it's not the CPU, I also tried a unplugged GPU but nothing happened.
I understood it now. It was my mistake—I had to power up the computer through the F panel instead of using the CMOS reset. I assumed the CMOS pins were power connections since the RAM lights would turn off and then back on when I connected them. On my first PC, there was a single F-panel plug, but this case has multiple separate wires all linked to the F-Panel. In the end, just turn the computer on.
