You're planning to assemble your first PC and are considering a PCIe Gen 4 M.ole for compatibility with your RTX 3050. The main question is whether your CPU needs PCIe Gen 4 support too. If you skip it, you might opt for an I5-10400F, but if you need it, the I5-11400F would be a better choice.

The cards function well with PCIE 3.0. PCIE 4.0 offers little to no improvement, possibly just a slight 0.5% gain in certain games.

You haven’t received the components yet? Think about a 12400f and H610M motherboard?

The difference between 3 and 4 GPUs for this setup is minimal. If you haven’t got the components yet, think about a newer CPU paired with a top-tier GPU. A 12100F (or even 5600/12400F) plus 6600 offers better value and often similar pricing.

You're concerned about compatibility between your CPU generation and PCIe4 support. If your CPU is from generation 3, it may not fully utilize the benefits of PCIe4 without additional drivers or a compatible chipset.

It operates at the highest possible frequency linked to the CPU. For the 10400 model, this corresponds to PCIe 3. The variations aren't substantial. What makes you prefer these choices? Which country do you reside in? What is your spending range?

Sure, I understand. The country is the main issue for me—I’m in Chile (SA) and have limited choices. At 18, I just got my first paycheck, and next month I’ll have enough around $600 USD to buy a GPU and CPU.

The current market situation is promising. A 10400 chip paired with a 3050 works well, especially with the 8x PCIe version. It behaves like a PCIe3x8 setup, which is sufficient given its 8GB VRAM and moderate performance.
