I've been waiting around for about ten minutes and haven't joined any game yet. It might be because my level is 1 and the system is trying to pair me with lower levels, but there aren't enough options. (It worked just fine yesterday)

It seems like you're suggesting that unless you're part of a group outside the EU, the system attempts to connect you with other EU members. Since you checked at 9 AM on a Sunday, it makes sense that it might take some time.
