The processor really restricts the game performance. It’s worth checking if you can run it on your system and explore modding options. Your GTX 1060 should handle it, but there may be limitations.

Likely causing the issue is a performance limitation similar to Intel Pentium G models << These often face bottlenecks with premium graphics cards such as the GTX 1060

It looks like the system's capabilities aren't much stronger than my PS4, so I think I'll keep playing on the console for Fallout 4.
