if you pre ordered you have to redeem your beta key in battle.net app, if you are waiting for the open beta it will only be available on 07:00 PM GMT+2 29/08/2017

It launched for pre-orders yesterday at 10 a.m. PST, which means if you were a casual buyer, you might want to check back today around that time for the general public.
