EFI is installed on that partition. Windows won’t start if you erase the drive—it requires formatting, clearing the current Windows installation, and wiping the existing drive so you can reinstall EFI, Windows, and Recovery together on one drive as planned. Alternative methods exist but are more complicated. The simplest solution is to keep it as is, though in this setup a failure in drive 0 or 3 will prevent any booting further.

It seems like your setup is a bit unusual. Out of three drives, only one supports Windows 10 with all your files, while the other holds photos/videos and the third is for Steam. I attempted to boot into Windows 10 once, but it reported missing resources. Regarding W10 vs W11, it's not standard to have separate options between them—usually they're just different versions of Windows. You can disable booting to W10 or W11 by adjusting your boot settings in the BIOS/UEFI.
