They're telling you to avoid the AMD option and consider a higher-end CPU like 4460, 4690 or 6600 instead.

I don’t have that exact configuration, but an FX8350 can limit an R9 390 in many titles—though in games like CSGO it should still deliver around 300FPS. If you haven’t installed the hardware yet, it’s probably worth choosing an Intel i5 or Xeon E3 instead, as they offer better performance for similar prices.

At 1080p resolution, performance issues are common. At 1440p or above, the problem should disappear entirely.

Yes, you can get it without spending a lot. The FX line looks outdated when used with a high-end GPU, but it won’t affect performance much—like in CSGO where you’ll still see around 300 FPS.

I have an 8320 and a R9 270X, and I can push the game to its limits. It seldom falls below 45 FPS (on average I see 75-100 fps). If the R9 390 performs better than the 270X, you should keep it at 60 FPS or higher minimum.

I received an 8320e @4.0 GHz and a 270x display, it works smoothly in ultra mode without any issues.
