Sega is to blame for the Rome 2 issues. The team required more time, and Sega was being overly demanding, refusing to allow proper bug fixes. The developers issued an apology and managed to resolve the problems well. The Total War series remains the only one that delivers value at launch, aside from Attila.

I keep playing the first Rome lol game. I didn't play the multiplayer version of Rome 2, but is it similar to a co-op campaign like Shogun 2?
The visuals on rtw2 really draw me in, making it a nice game overall. The campaign feels enjoyable, and I’m not overly worried about anything. I guess so, even though I haven’t played the shogun series yet. There’s also a cooperative mode where you can team up with allies or face enemies together.
Play Shogun 2—it's an excellent game with a solid co-op experience. During combat, you can assign units to your partner for them to manage. I don't hold the developers responsible for Rome 2, but I do think Sega has some issues.
It's unrealistic to place all the fault on SEGA. Even with a rushed release, the main game had fundamental issues. The building mechanics were terrible, managing armies and provinces felt forced, and the Warscape engine was subpar—clearly it needed significant improvements.
It sounds like you're considering some interesting options. Shogun 2 and the DLC are definitely worth the price. I purchased it for $7.49 on Steam with all the DLC included. As always, my thoughts are personal. I really enjoyed Rome 2 and feel good about spending $59.99 on it. I might revisit it soon.
