Click the Taskbar, choose Taskbar Settings, and scroll down. Find the news and interests section, then disable it. At the top of that menu, locate News and interests and turn it off (your mouse was set to that option).

It seems the news interests were likely turned off previously on Windows 10, and recent updates have helped manage background resource usage.
