I believed it was the CPU or cooler since it overheated, but the noise persists (especially when the PC starts up). Temperatures are normal on the CPU. The sound is more intense from the back of the machine near colored pinned wiring connecting to the motherboard. The system appears to function properly now, though I experienced WHEA errors before. video-1646857614.mp4

The power supply features colored, fixed connections. Could you provide the manufacturer and model details? Also, let me know the specific CPU and GeForce RTX you're using.

It might be a loose cable tie wrapping that keeps rubbing against a fan during startup until the blade dislodges it.

It seems like the fan is making unusual noises—could be a buzzing motor, contact with a cable, or a damaged blade. Verify.

I don’t think the CPU would get too hot with a good AIO setup unless it’s under extreme stress. The sounds I’ve noticed—like when the water pump stops working or when a fan hits a cable during startup—seem to be unusual, but not typical.

But it remains the same. The noise sounds like a machine. It could be a bad hard drive. I’d inspect all components—every fan, the power supply, the graphics card.
