I'm having trouble, generating a bootable 8.1 ISO should activate it then upgrade work.

I verified that once you move to Windows 10, your hardware remains tied to the previous product key, allowing a clean installation if needed—unless you face major hardware differences. After that, you need to activate it with your product key on the original OS it originated from, then upgrade to Windows 10.
