I've encountered a similar situation before—someone wanted a ROG Gaming laptop for work at my previous company. From what I recall, we had to remove the Secure boot keys (using the PK Management key), then reset the BIOS, and it resolved the issue. I thought Secure Boot needed to be enabled for installing Windows 11, but maybe that's not the case.
