You noticed your cursor didn’t move as expected in BIOS, only shifting left or right. It seems there might be an issue with your mouse or motherboard. Once you switched to using just the arrow keys, it worked until you reached the CPU ratio setting, after which changes stopped responding. Pressing Enter at that point didn’t produce any effect.

USB or PS/2 mouse would work. PS/2 is preferable if available, as it's more stable in BIOS settings.

All operations in BIOS are handled via KB. To adjust the CPU multiplier and voltage, press the + and - keys.

I keep a PS/2 mouse and keyboard handy just in case. Sometimes USB devices work fine, other times they don't. It's quite unpredictable. I'd love to see PS/2 ports disappear from motherboards, but at this point it's still useful sometimes.
